FUNCTIONAL REQUIREMENTS FOR ELECTRONICGOVERNMENT PORTALS.

Abstract

For most countries in Latin America and the Caribbean it is important that  their citizens have access to information and communication technologies (ICTs), in order to solve problems of citizen participation and thereby achieve greater governance. Governments seek with the advancement of technology to create strategies to strengthen electronic communication between the State and the citizen, and thus improve the transparency of public management and reduce bureaucracy. Under this guidance, the research presented in this article was advanced, which was aimed at determining what are the functional requirements necessary to design electronic government portals. The Independent Computing Model (CIM) was taken as framework, which is part of the Model Driven Architecture (MDA) approach. As a general result, the specification of the functional and non-functional mechanisms was achieved. that the State must take into account when developing applications aimed at the citizen, so that they have electronic government portals designed according to their needs and that allow strengthening bilateral communication between them.
